Resolutely crack down on unlicensed sewage discharge
Just before the launch of this round of enhanced supervision and inspection, Jingxing Mining Area Environmental Protection Bureau has "fought" with Xinyue Coking Co., Ltd. for several rounds:
On May 4, 2018, Jingxing Mining Area Environmental Protection Bureau found that the 280m2 sintering machine of Xinyue Coking Co., Ltd. was in normal production, but it did not obtain the emission permit according to law and discharged pollutants to the atmosphere without authorization. Therefore, a decision letter [2018] No. 20 was issued to order the violators to correct their illegal behaviors, requiring the production to be stopped.
On May 24, the Environmental Protection Bureau of Jingxing mining area rechecked and found that the enterprise did not stop production as required and was still illegally producing and discharging pollutants.
On May 31, Jingxing Mining Area Environmental Protection Bureau issued the decision on daily continuous punishment (2018) No. 24) to punish the enterprise on a daily basis. The starting and ending time of the fine is from May 4 to May 24, a total of 21 days, with a fine of 2.1 million yuan.
On June 11, the Ministry of environment strengthened supervision and found that the enterprise was still in production. The Ministry of ecology and environment has assigned the relevant municipal and County People's governments to investigate and handle according to law through the list of supervision issues.
Strengthen supervision and inspection: rule "Laolai" and implement rectification
The special supervision office of the Ministry of ecology and environment shall review the submitted inspection every day, and hand over to the local government the list of supervision problems (electronic version) as soon as possible. After the completion of each round of supervision, the official supervision letters shall be summarized and printed, and sent to the people's governments of relevant cities and counties (districts), the management committee, the general office of the people's governments of relevant provinces and the environmental protection department (bureau) for rectification within a time limit. The people's Government of relevant cities shall establish a standing book for the assigned problems and follow up the implementation of rectification.
Subsequently, there are a series of measures, including:
Check the rectification situation: after each two rounds of supervision, arrange a week for the supervision team to check the previously assigned problems to ensure that the rectification is in place on schedule.
Implementation of open interviews: according to the supervision situation, the cities with concentrated environmental violations, poor overall promotion of air pollution prevention and control, inadequate implementation of responsibilities and outstanding air pollution problems will be listed for supervision or open interviews.
Serious and quantitative accountability: for cities with serious air pollution, frequent heavy pollution weather, and environmental quality improvement not up to the time schedule or even worse, special environmental supervision of the central government should be carried out in a timely manner. From the second stage, the Ministry of ecological environment will work out the quantitative accountability measures, improve the detailed rules and strictly implement the measures for pollution prevention and control.
217 gas related environmental problems were found in 218 counties (cities and districts) around Beijing, Tianjin and Hebei by the Ministry of ecological environment
On June 14, 2018-2019, the intensified supervision of key areas of the blue sky security war continued. According to the requirements of the work plan, 200 supervision teams supervised 218 counties (cities and districts) in Beijing, Tianjin, Hebei and surrounding areas, and found 217 gas related environmental problems (see the annex) as follows:
1、 There are 1333 enterprises involved in gas "scattered pollution" in the checklist, 27 of which are found to have not been rectified in place, accounting for 2%; and 3 enterprises involved in gas "scattered pollution" outside the checklist.
There are 27 enterprises involved in gas "scattered pollution" in the list, including one in Binhai New Area, Tianjin; three in Jingxing County, Shijiazhuang City, Hebei Province, one in Luancheng District, one in Shenze County, one in Gaoyi County, one in Lingshou County, one in Zhengding County, one in Kaiping District, one in Fengrun District, one in Qianxi County, Tangshan City, one in Mengcun Hui Autonomous County, Cangzhou City, two in Yongnian District, Handan City There are 1 in District, 1 in Fengfeng mining area, 1 in Wu'an city, 1 in taibaihu New District, Jining City, Shandong Province, 1 in Wucheng County, Dezhou City, 1 in Xinmi City, Gongyi City, 4 in Huixian City, Xinxiang City, and 1 in Changyuan County, Zhengzhou City, Henan Province.
The inspection team found that there were three enterprises involved in "scattered pollution" outside the list, including one in Lubei District, Tangshan City, Hebei Province, one in Bazhou City, Langfang city and one in Qinghe County, Xingtai City.
2、 434 coal-fired boiler enterprises shall be eliminated in the checklist, and all of them have been rectified in place; 2 coal-fired boiler enterprises shall be eliminated out of the checklist.
The inspection team found that 3 sets (1 set of 1 steam ton, 2 sets of 0.2 steam ton) of Hebei Xinda galvanized color plate Co., Ltd. in Shengfang Town, Bazhou City, Langfang City, Hebei Province, and 1 set (small) of Mo house on the north side of Liyuantun Dawang line in Weixian County, Xingtai City were not removed as required.
3、 21 industrial enterprises have not installed air pollution prevention and control facilities.
Among them, there are 6 in Fengrun District, 2 in Luan county, 1 in Kaiping District, 1 in LUANNAN COUNTY, 1 in Guangyang District, Langfang City, 1 in Fengfeng mining area, and 1 in Qiu county, Handan City, 1 in Zhangqiu District, Jinan City, Shandong Province, 1 in high tech Zone, Zibo City, and 1 in Leling City, Dezhou City, 1 in Huiji District, Zhengzhou City, Henan Province, 1 in yuwangtai District, Kaifeng City, 1 in Tongxu County, Yuanyang County, Xinxiang City, and Puyang City One economic and Technological Development Zone.
4、 There are 13 problems in the abnormal operation of air pollution prevention and control facilities in industrial enterprises.
Among them, there are 2 in Luancheng District, 1 in Gaocheng District, 1 in Shenze County, 1 in Qian'an City, 1 in Luan county, 1 in Zhuozhou City, Baoding City, 1 in Anping County, Hengshui City, 1 in Xingtai County, 1 in Qinghe County, Xingtai City, 1 in Yongnian District, Handan City, 1 in Pingyuan County, Dezhou City, Shandong Province, 1 in Yanjin County, Xinxiang City, Henan Province.
5、 27 problems of insufficient VOCs treatment.
Among them, there are 3 in Chaoyang District and 1 in Fangshan District of Beijing; 1 in Chang'an District, Shijiazhuang City, Hebei Province, 1 in Xinhua District and Qiaoxi District of Hebei Province; 2 in Luan county, Tangshan City, 1 in Fengrun District, 1 in Caofeidian District, 1 in Zunhua City, 1 in Botou City, Cangzhou City, 2 in Qiaodong district and 1 in nangong city, Xingtai City; 1 in Yingze District, Taiyuan City, Shanxi Province, 1 in Zezhou County, Jincheng city; 1 in Changqing District, Jinan City, Shandong Province, Qihe County, Dezhou City
